Originally joining Care IV in October 2001 as Director of the Little Rock office, Mr. Hammond currently serves as the Vice President & General Manager for Care IV Home Health Care, Inc. In this role, he oversees the complete operations of four office locations – Little Rock, Hot Springs, Russellville, and Fayetteville – including personnel management, strategic planning, budgeting, marketing, financial management and performance improvement.
With more than 22 years' experience in the home care and home healthcare industries as an LPN and RN, Mr. Hammond also received training as an Emergency Medical Technician (EMT) and Certified OASIS Specialist, and is certified in chemotherapy administration by the Little Rock Oncology Network. He currently serves as Vice President for the Home Care Association of Arkansas and is active with the governmental affairs, Medicaid, and program committees. He is a former member of the Board of Directors and Vice President for the Case Management Society of America, Little Rock Chapter.
Joining Care IV in October of 2009, Mrs. Dyer is responsible for the development, implementation, education, monitoring, and evaluation of a company wide quality improvement program.
Mrs. Dyer has 20 years of nursing experience spanning the home health, long-term care, pharmacy and hospital settings, as well as management, quality improvement, and education.
Before joining the Care IV team, Mrs. Dyer was the Manager of Quality Programs for Arkansas Foundation for Medical Care (AFMC). As Manager of Quality Programs, she was responsible for research, implementation, integration, coordination, monitoring of quality improvement and performance activities.
She has worked with the Home Care Association of Arkansas for the last 6.5 years and is a member of its Program Planning Committee. She is a Senior Examiner for the Governor’s Quality Award and a member of: the Southwest Region Conference Executive Committee, the American Society for Quality (ASQ) and the National Association for Professional Women (NAPW).
Joining Care IV in November of 2011 as Marketing Director, Mrs. Obenshain is responsible for the development, implementation, execution, and evaluation of marketing plans throughout the company.
Mrs. Obenshain has a Bachelor of Science degree in Microbiology from the University of Arkansas at Fayetteville and twelve years of sales and marketing experience spanning home health/hospice, pharmaceutical as well as three years in management.
Before joining Care IV Home Health Mrs. Obenshain was an Account Executive with Amedisys Home Health, Purdue Pharma Pharmaceutical Sales Representative, and Non-CFC/Premium Needle Manager at Ethicon.
Sarah Saxon, RN, Director
While Ms. Saxon may be one of the newest Care IV staff members, joining the company in May 2008, she brings more than 27 years' experience in nursing. Ms. Saxon combines her expertise in managing total patient care with supervisory experience in her role as Director of the Fayettville office.
Originally beginning her nursing career as a Licensed Practical Nurse (LPN), Ms. Saxon served in that capacity for nearly 10 years before returning to school and obtaining her Registered Nurse (RN) license. Upon becoming an RN, she worked as a staff nurse, charge nurse, nurse manager, assistant director of nurses and director of nurses in the acute care hospital setting as well as a 6 year period of Home Health Care in Mississippi.

Laura D. Brown , RN, Director
With Care IV since 2008, Laura Brown originally joined our team as a Clinical Supervisor and, after 2 years of exemplary service, was promoted to Director of our Hot Springs Branch in 2010. Laura is an RN with over 19 years of nursing experience, which includes past work as an RN in the UAMS Burn/Trauma/Surgical Unit and as a Clinical Supervisor for a busy Orthopedic Surgeon. Additionally, she has a wealth of Home Health and Case Management experience that has proven valuable to Care IV and our patients. Laura is the only Care IV team member who is Board Certified for Home Care Specialty Coding and is one of a select group of individuals who are certified in the state of AR.

Emma Nowden-Maxwell, RN, Clinical Nursing Director
Ms. Nowden-Maxwell has been with Care IV for more than 7 years, beginning as a caregiver RN in 2000 prior to her promotions to Home Care Supervisor and her current position as Clinical Nursing Director. In this role, she oversees the Medicaid programs managed by their office, performs skilled nursing visits to Care IV clients, and oversees all clinical operations of the office and home care staff. She is also currently working to complete coursework to serve as a Legal Nurse Consultant for Care IV clients and families.
Carol Morrow, R.N., Director
Mrs. Morrow joined the Care IV team as the Director of the Russellville Office in February 2010, bringing to Care IV more than 20 plus years experience and a comprehensive background in Home Health.
Mrs. Morrow has worked from staff nursing to management during her nursing career, which includes roles as Vice President of Nursing for Washington Regional Medical System, Director of Nursing for Fayetteville City Hospital, and Director of Home Care for Johnson Regional Medical Center. She has also served on numerous committees involving Compliance, Quality Issuance and Infection Control.
